Absolutely fascinating. For once this all makes sense to me. I wonder how Obama (or Clinton) would react to this article and if they would agree with it or not.

Now, as then, many different entities, not just governments of states, will wage war. They will wage war for many different reasons, not just "the extension of politics by other means." And they will use many different tools to fight war, not restricting themselves to what we recognize as military forces.
